govern, and in case of a vacancy in the Board of
Commissioners during the year, the remaining
Commissioners shall have power to fill the vacancy
until the next regular town election for electing
Town Commissioners.

Quorum.

Sec. 6. And be it enacted, That it shall he the,
duty of the Chief Judge of the Circuit Court for
Baltimore County to appoint in writing, under his
hand and seal, three judges to hold the first elec-
tion, which shall be on the first Monday in April
next, as hereinbefore provided, who shall keep the
polls open from twelve o'clock, M., to five o'clock,
P. M.; that the said Chief Judge of the said Court
shall further designate the place where the polls
shall be opened, and order such notice of the said
election as he may think proper to be given through

the public newspapers, or by handbills, or both;
that the voting shall be by ballot, and that all
persons residing within the corporate limits and
entitled to vote for Delegates to the General As-
sembly of Maryland shall be entitled to vote for
Commissioners of the said town; the said Judges
of Election shall make returns of the said election

one of them, to be appointed by themselves, to the
Clerk of the Circuit Court for Baltimore County,

Commissioners so elected, and administer to them
