choose from their own body a President, who
shall preside at all meetings of the Commissioners,
vote on all questions before them, and remain in
office until superseded by the appointment of a
new President, after a new election of Commis-
sioners.

President.

121. The said President and Commissioners
shall have power to pass ordinances regulating
the market, the inspection, measurement and
weight of all provisions, grain and wood sold in
said towns; to suppress all disorderly meetings;
to prevent the firing of cannon, guns, squibs, or
any kind of firearms or fireworks in said town;
to suppress and abate all nuisances; to prevent
goats, swine and geese from going at large; to
prevent any immoderate driving through the
streets with carriage, stage, cart, wagon or other
vehicle, or on horseback so as to endanger the lives,
limbs or property of the citizens of said town, or
disturb the quiet enjoyment of the streets and
thoroughfares; and to prevent the parading and
indecent exhibition at any stud horse through
the streets, and may impose fines, not exceeding
ten dollars for any one offence on any person vio-
lating said ordinances.

Sec. 122. And be it enacted, That they may pro-
vide by ordinance for the immediate arrest, with-
out warrant, of any person violating any town or-
dinance by driving through the streets, when in
the judgment of the President, or any two of said
Commissioners, the delay necessary to the issuing
of a warrant would be dangerous to the peace and
quiet of the village, or the lives, limbs or property
of its citizens, and when it shall appear that the
offender is intoxicated, so as to render it unsafe to
permit him to drive through the street, shall pro-
vide for the removal of the horse and vehicle be-
yond the limits of said village, or for the deposit

shall be sober; and may confine said offender in
some secure place until he shall be sober.

123. And the said Commissioners shall have the
power to build a lockup or place of confinement
for the reception of offenders, and the cost thereof
shall be assessed upon the citizens of said village
and collected as other town taxes hereinafter pro-
vided for.
