tion of said report or returns by the County Com-
missioners within twenty days after the said return
shall have been made, and it shall be the duty of
said County Commissioners to hear and determine
said objections, and to alter or amend said return,
as made by said Street Commissioners, if in their
judgment the return is erroneous or unjust, and
direct the same to be recorded in the same manner
as required in the first Section of this Act; pro-
vided, nevertheless, that any person may appeal
from the decision or order of the said County Com-
missioners to the Circuit Court for Baltimore
County, within sixty days after the rendition of
such decision or order.

Surveying
and platting.

Sec. 7. And be it enacted, That the County
Commissioners of Baltimore County may contract
with the County Surveyor or some other person,
as they may deem proper, for the surveying, plat-
ting and laying off of the district or territory
mentioned and described in the first Section of this
Act, and the cost thereof shall be levied upon the
taxable property of said county by said County
Commissioners, and be collected by them in the
same manner as other taxes are now collected in
Baltimore County.

Compensation

Sec. 8. And be it enacted, That the Street Com-
missioners to be appointed under the provisions
of this act shall be entitled to and receive the
same compensation for their services as is now
allowed by law to the County Commissioners of
Baltimore County, a majority of said Street Com-
missioners to constitute a quorum for the transac-
tion of business and the County Commissioners are
hereby authorized to appoint persons to fill all
vacancies that may occur by reason of death, resig-
nation or refusal of any of said Street Commission-
ers serve.

Material.

Sec. 9. And be it enacted, That whenever any
street, lane, avenue or alley shall hereafter be con-
demned, laid out and opened under the provisions
of this act the owners of a majority of feet fronting
on any such street, lane, avenue or alley shall
determine the nature and character of the material
to be used in the construction thereof.
