Amend 4th section so as to go into effect April 1, 1870.
Which was read and adopted. Mr. Stephenson submitted the following amendment to
come in after section 4 : Provided, that nothing in this Act shall be so construed
as to give a pension to any person who has not been allowed
a land warrant by Congress for services rendered in the war
of 1812.
