The Clerk of the House of Delegates delivered the follow-
ing message:

BY THE HOUSE OF DELEGATES,

January 25,1870..
Gentlemen of the Senate :

We have received your message, proposing a joint assem-
bly of the two Houses at one-quarter before eight o'clock
this evening, in the Hall of the House of Delegates, to hear
the eulogy of S. Teackle Wallis, Esq., on the life and char-
acter of George Peabody, and concur therein.

A bill entitled an Act to repeal chapter 295, of the Act
of 1868, entitled an Act to amend Article 4, of the
Code of Public Local Laws, title "Guano," byadding there-
to the following sections, relating to the inspection of all fer-
tilizers other than Guano, and to substitute in lieu thereof
the following.

Which was read the first time and referred to the Committee-
on Agriculture.

The House bill entitled an Act to incorporate the Miners.

Was read the third time and passed by yeas and nays, as
follows:
