The following message was received from His Excellency,
Governor Bowie, per hands of Eichard C. Hollyday, Esq.,
Secretary of State:

EXECUTIVE DEPARTMENT,

Annapolis, April 2, 1870.
Gentlemen of the House of Delegates of Maryland :

I return to the House of Delegates, in which it originated,
and for the further action of the General Assembly, the till
entitled an. Act to amend the Public Local Laws of Kent
county, title, "Chestertown."

This bill, passed before the proclamation of the Fifteenth
Amendment to the Constitution of the United States by the
President, and prior to the passagaes by the House of Delegates
of the bill changing the Registration Law of the State to
make it conform to the Federal Constitution, has been pre-
sented to me for my approval since the occurrence of each.

Had it been presented to me before, I would of course have
signed it.
