Said bill was then sent to the Senate.
On motion of Mr. Banner,

The Houee proceeded to the consideration of the bill en-
titled an Act to regulate the manufacture and sale of oils for
illuminating purposes.

Said bill being upon a second reading,

The question recurring upon the amendments submitted by
Mr. Hammond as a substitute for the original bill,

Mr. Hammond submitted the following amendment:

At the end of section 1st, add the words, to be ascer-
tained by the instrument adopted by the Petroleum Board of
Trade.

Which was adopted.

Mr. Hammond submitted the following amendments:

Section 3, line 4, after the word "others," strike out all
to the end of section, and insert: for such purposes shall
forfeit said oil, which shall be declared confiscated, one-half
to the informer and the remainder to the State.

Section 2, line 7, strike out the words " a less quantity
than a barrel," and insert: five gallons or more, and strike
out in 8th line, the words "if required."

Section 5, line 8, after the word " Act," insert: and sell-
ing the same for illuminating purposes, or who shall know-
ingly use for illuminating purposes, oils under test as herein-
before provided.

Section 6. Be it enacted, That any oils confiscated in. Bal-
timore city as provided for in this bill shall be tested by, or
in presence of the Fire Inspector of Baltimore, appointed by
the Insurance Companies of said city, and he shall decide the
test of such oils.

Which were severally read and adopted.

And the bill, as amended, read a second time and ordered
to be engrossed for a third reading.
