On motion of Mr. Wiley,
The House proceeded to the consideration of the bill en-
titled an Act to enable the Mayor and City Council of Balti-
more, to endorse the first mortgage bonds of the Lynchburg
and Danville Railroad Company, to the amount of seven
hundred and fifty thousand dollars, and to submit the ordi-
nance providing for such endorsement to the legal voters of
the City of Baltimore.
Said bill being upon a third reading, having been read a
second time this day,
Mr. Wiley moved that the bill be read a third time this
day, under the provisions of the Constitution, section 27,
Article 3,
