Annual Report to Court of Appeals
In 1965, the Clients' Security Trust Fund of the
Bar of Maryland was established The Fund reim
burses clients for losses caused by fraudulent activi
ties of members of the Bar of the State of Maryland,
acting either as attorneys or fiduciaries (except to
the extent to which the} are bonded)
Appointed to seven year terms by the Court
of Appeals, nine trustees oversee the Fund The
Fund is supported by annual assessments upon
members of the Bar as a condition of practicing
law (Md Rule 1228)

The State Law Library began in 1827 as the
State Library, an agency of the executive branch
(Chapter 53, Acts of 1827) It served the legal and
general reference needs of the Legislature and Ju
diciary Renamed the State I aw Library, it came
under the Judiciary in 1978 (Chapter 128, Laws of
1978)
The State Law Library provides legal mforma
tion to the State's appellate courts and other
branches of State government and sen es as a re
source center tor Circuit Court libraries through
out the State Open to the public, the Library
encourages the use of its extremely valuable refer
ence resources, including laws, general leference
materials. State and federal government docu
ments, and State and local histories and genealo
gies With a total collection of almost 300,000
volumes, the Library offers the researcher access to
unique resources The collection, basically corn
posed of reference material, does not circulate,
except to State agency personnel Much of the
collection, however, is available on interlibrary loan
and photocopy facilities are available to patrons
Legal Materials Legal materials constitute most
of the collection They include reported court de
cisions from all appellate jurisdictions across the
country and Great Britain Laws, both in session
law form and as statutory compilations, also are
filed in the Library from nearly everv state, as are
all federal and some foreign statutes Library hold
ings of legal periodicals include 500 subscriptions
