PLAN & PROJECT REVIEW

Plan and Project Review was created in 1994 It
has two primary components the State Clearing
house tor Intergovernmental Assistance, and the
local plan assessment and advice program
The State Clearinghousefor IntergovernmentalAs-
ststancewas organized in 1969 in accordance with the
federal Intergovernmental Cooperation Act of 1968
Formerly within the Department of State Planning,
the Clearinghouse transferred to the Office of Plan
rung in 1989 (Chapter 540, Acts of 1989)
The Clearinghouse facilitates intergovernmental
review and coordination of applications for financial
assistance, direct federal development programs, draft
environmental impact statements, nominations to the
National Register of Historic Places, and certain speci
tied applications for State assistance
The Clearinghouse is the State's single point of
contact for federal agencies and disseminates no
tices and announcements of proposed federal and
some State actions The Clearinghouse transmits
the views of Maryland public officials to federal
agencies, facilitates resolution of disputes, and for
mulates a single recommended course of action
The Clearinghouse also recommends the disposi
tion of State excess and federal surplus real property
In the weekly Intergovernmental Monitor, the Clear
inghouse announces proposed federal and State actions
In the Catalog' of State Assistance Programs, it reports on
federal financial assistance awards, and maintains an
inventory of State owned real property (Code State
Finance and Procurement Article, sec 5 509)
Plan and Project Review also checks county and
municipal comprehensive plans for compliance with
the Planning Act of 1992 and rex lews water and sewer
plans, and municipal annexation proposals tor consis
tency with State and local planning policies

goods and services provided to State go\ernment agen
cies by sheltered workshops located in Maryland Shel
tered workshops contract with individual State agencies
to provide jamtonal, food and micrographic services, and
to manufacture supplies, such as snow stakes tor use on
State highways and toiletry kits for prison inmates
The Committee consists of six members Four serve
