Formed in 1980, the Judicial Compensation
Commission considers judicial compensation to en-
sure that highly qualified persons are attracted to the
bench and Judges may serve without economic hard-
ship (Chapter 717, Acts of 1980). Every two years,
the Commission reviews judicial salaries and pensions.
At least every four years, it must submit its recommen-
dations to the Governor and General Assembly.
The Commission's salary recommendations are
introduced as a joint resolution in each house of the
General Assembly by the fifteenth day of the ses-
sion. While the General Assembly may not increase
recommended salaries, it may decrease them. If it
fails to adopt or amend the joint resolution within
fifty days after its introduction, the salaries recom-
mended by the Commission do apply. Commission
recommendations concerning pensions are intro-
duced in the form of legislation by the Senate
President and the House Speaker and become ef-
fective only if passed by both houses.
The Governor appoints the Commission's seven
members to six-year terms. Two are nominated by the
Senate President, two by the House Speaker, and one
by the Maryland State Bar Association. Members
serve without compensation (Code Courts and Judi-
cial Proceedings Article, sec. 1-708).

The Maryland Legal Services Corporation was
established in 1982 (Chapter 829, Acts of 1982). The
Corporation receives and distributes funds for legal
aid to eligible clients in noncriminal proceedings or
matters. The Corporation ensures that grants and
contracts are made so as to provide the most stable,
economical and effective delivery of legal assistance.
It also ensures that eligible clients m all areas of the
State have access to the Corporation's services.
The Corporation establishes maximum income
levels for client eligibility. These are based on a
client's financial inability to pay for competent
private counsel and other necessary expenses of
representation. Maximum income levels for eligi-
bility set by the Corporation may not exceed 50
percent of the median family income for Maryland,
as certified annually by the U.S. Department of
Health and Human Services.
The Corporation's Board of Directors is com-
prised of five lawyers and four nonlawyers. They are
appointed to three-year terms by the Governor with
Senate advice and consent. The Board appoints the
Executive Director who serves ex officio as a non-
voting Board member (Code 1957, Art 10, sees.
45A through 45-0).
