The Maryland Environmental Service was created
in 1970 (Chapter 240,ActsotT970). Formerly under
the Department of Natural Resources, the Service was
made a public instrumentality of the State in 1993
(Chapter 196, Acts of 1993). The Service contracts
with private industry and State and local governments
to manage liquid, solid and hazardous wastes. The
Service also provides water supply and related facilities
to private industry and local governments.
The Service plans and establishes major recy-
cling facilities, solid waste management plans, and
hazardous waste management programs. It oper-
ates over 100 water and wastewater treatment fa-
cilities, as well as the Mid-Shores Regional Landfill,
the Hawkins Point Hazardous Waste Landfill, and
the Hart Miller Island Dredged Material Contain-
ment Facility. The Service may issue revenue bonds.
The Maryland Environmental Service is governed
by a nine-member Board of Directors. The Board
Director and five members are appointed by the
Governor with Senate advice and consent. A Deputy
Director, Secretary, and Treasurer are appointed by
the Director with the Governor's approval. Nonof-
ficer members serve four-year terms (Code Natural
Resources Article, sees. 3-101 through 3-132).

The State Ethics Commission was established in
1979 (Chapter 513, Acts of 1979) The Cuminis-
sion replaced the Maryland Public Disclosure Ad-
visory Board and the State Board of Ethics. The
Commission guards against improper influence on
public officials or the appearance of conflict of
interest. The Commission's authority encompasses
conflicts of interest, financial disclosure, lobbying
disclosure, and some procurement matters.
With the Jomt Committee on Legislative Ethics
and the Commission on Judicial Disabilities, the
Commission administers and implements the Mary-
land Public Ethics Law. That law requires disclosure
of the financial affairs of public officials and sets
minimum standards for the conduct of State and local
government. At the request of persons subject to that
law and Commission jurisdiction, the State Ethics
Commission renders advisory opinions concerning
the law's application.
The Commission investigates alleged violations of the
Maryland Public Ethics Law. On its own initiative, the
Commission may issue and investigate complaints. It
receives and reviews financial disclosure statements and
lobbyist registration and activity reports; and approves
county and city laws where these are enacted as required
by State law. The Prince George's County program
relating to zoning and ethics, and some other special
cthics-i dated piograms also receive Commission over-
sight. For the public and those covered by the statute,
the Commission provides training and information.
The Commission prepares a directory of firms
that conduct a specified amount of business with
the State. Financial disclosure forms and lobbyists'
reports are available for public inspection.
