Authorized in 1989, the State Advisory Council
on Administrative Hearings, was created in 1990
(Chapter 788, Acts of 1989). The Council advises
the Chief Administrative Law Judge and identifies
issues of importance to Administrative Law Judges
that should be addressed by the Chief Administra-
tive Law Judge. The Council also reviews matters
relating to administrative hearings and the admin-
istrative process, as well as policies and regulations
proposed by the Chief Administrative Law Judge.
Of the Council's nine members, six are appointed
to four-year terms by the Governor. The Senate Presi-
dent chooses a senator and the House Speaker a
delegate to serve on the Council. The Attorney Gen-
eral serves ex officio (Code State Government Article,
sees. 9-1608 through 9-1610).

The Office on Aging protects the rights and quality
of life of older persons in the State. To meet the needs
of Maryland senior citizens, the Office administers
programs throughout the State. These programs con-
cern income maintenance, public health, mental
health, housing, employment, education, recreation,
and rehabilitation of persons with disabilities.
In 1959, the Office began as the State Coordinating
Commission on the Problems of the Aging (Chapter 1,
Acts ofl959). Itwas renamed Commission on theAging
in 1971 (Chapter 595,Acts of 1971). The Governor, in
1974, established the Governor's Coordinating Office
on Problems of the Aging. In 1975, the Commission
and the Office merged to form the Office on Aging, a
cabinet-level agency (Chapter 261, Acts of 1975).
Appointed by the Governor, the Director on Ag-
ing serves on the Governor's Executive Council; the
Advisory Council on Landlord-Tenant Affairs; the
State Advisory Council on Nutrition; the State Com-
mission on Neighborhoods; and the Domiciliary Care
Facilities Board. To evaluate services needed by elderly
persons and set priorities for meeting these needs, the
