EMERGENCY NUMBER SYSTEMS BOARD

The Emergency Number Systems Board was
formed in 1979 (Chapter 730, Acts of 1979) The
Board coordinates installation and enhancement of
county 911 systems, which are emergency telephone
number services A "911 system" automatically con-
nects a person dialing the digits 91 1 on a telephone
to a pubhc safety answering point from which police,
fire, ambulance or other pubhc safety services may be
dispatched on a 24 hour basis Since July 1,1985, all
counties and Baltimore City have had a "911 system"
installed Since 1996, all have had enhanced systems
with address and phone number displays
The Board issues guidelines for county 911
system plans and determines review procedures to
approve or disapprove these plans The Board sets
criteria for reimbursing counties from the original
911 Trust Fund and from ongoing funds, and
provides for audit of Trust Fund accounts All
911 related information and procedures are trans
mitted by the Board to the county executive and
county council, or to the president of the board of
county commissioners of each county and/ or its
designated 911 committee representative
The Board's eleven members are appointed to
tour year terms by the Governor with Senate advice
and consent The Governor names the chair (Code
1957, Art 41, sees 18 101 through 18 108)

INMATE GRIEVANCE OFFICE

The Inmate Grievance Office originated as the
Inmate Grievance Commission in 1971 to adjudicate
inmate grievances and complaints (Chapter 210, Acts
of 1971) The Commission was reorganized under its
present name in 1991 (Chapter 251, Acts of 1991)
Any person confined to an institution within the
Division of Correction, or otherwise in the custody
of the Commissioner of Correction, or confined to
Patuxent Institution may submit any grievance or
complaint against any official or employee of the
Division of Correction or Patuxent Institution to
the Inmate Grievance Office A grievance or corn
plaint that merits further consideration is referred
to the Office of Administrative Hearings
With the approval of the Governor, the Score
tary of Public Safety and Correctional Services
appoints the Executive Director (C ode 1957, Art
41, sec 4 102 1)

STATE FIRE MARSHAL

Duties of the first State Fire Marshal, whose
office was created in 1894, were assumed ex otficio
by the Insurance Commissioner in 1916 (Chapter
248, Acts of 1894, Chapter 521, Acts of 1916)
The Office of State Fire Marshal took on these
responsibilities in 1964 (Chapter 46, Acts of 1964)
The State Fire Marshal and the State Fire Prevcn
tion Commission became part of the Department
of Public Safety and Correctional Services in 1970
Appointed by the Secretary of Pubhc Safety and
Correctional Services, the State Fire Marshal enforces all
Maryland laws dealing with fire prevention, electrical
safety, and the storage, sale, and use of explosives and
combustibles The State Fire Marshal also enforces all
State laws on installation and maintenance of fire dctec
uon and control equipment, fire exits in public buildings,
and suppression of arson (Code 1957, Art 38A)

STATE FIRE PREVENTION COMMISSION

The State Fire Prevention Commission was
formed in 1964 (Chapter 46, Acts of 1964) The
Commission promulgates regulations for the safe
guarding of life and property from fire and expio
sion It also serves as a board of appeals for matters
connected with the enforcement of the Fire Code
and interpretation of conflicts with local codes
The Commission has nine members appointed
for five year terms by the Secretary of Public Safety
and Correctional Services with the approval of the
Governor (Code 1957, Art 38A)
