At the request of the House Environmental Matters
Committee, the Secretary of the Environment con
vened the 15 Percent Plan Task Force m July 1995
The Task Force advised the Department on how
the State could meet the 1996 deadline for reduc
mg emissions of volatile organic compounds
(VOCs) by 15 percent as required by the federal
Clean Air Act Maryland's original 15 Percent Plan
relied on the Vehicle Emissions Inspection Program
to reduce emissions significantly, however, when
the mandatory dynamometer test was postponed,
alternative methods were needed The Task Force
submitted its final report January 30, 1996
