The Office of Program Development and Busi-
ness Services started as the Program Development
and Finance Office in Fiscal Year 1989. It was
created to provide administrative services to the
Water Management Administration. The Office
was reorganized under its present name in 1995.
For programs of the Water Management Ad-
ministration, the Office of Program Development
and Business Services coordinates pollution pre-
vention and regulatory services. The Office acts as
public information, legislative and business liaison
and processes technical data. The Office also over-
sees the State Water Quality Advisory Committee,
the State Board of Environmental Sanitarians, the
State Board of Waterworks and Waste Systems
Operators, and the State Board of Well Drillers.

The Committee advises the Department of the
Environment on ways to improve and protect water
quality in Maryland (Federal Regulations 40 CFR,
Part 25).

STATE BOARD OF ENVIRONMENTAL SANITARIANS

The State Board of Environmental Sanitarians was
created in 1969 as the Board of Sanitarian Registration
(Chapter 434, Acts of 1969). In 1984, the Board was
renamed as the State Board of Environmental Sani-
tarian Registration (Chapter 560, Acts of 1984). For-
merly under the Department of Health and Mental
Hygiene, the Board became part of the Department
of the Environment in 1987 (Chapter 306, Acts of
1987). In 1989, the Board received its present name
(Chapter 151, Acts of 1989). The Board was placed
under the Water Management Administration in 1992.
Environmental sanitarians are concerned with
environmental effects on public health. They pro-
mote environmental health and maintain it by se-
curing compliance with public health laws and
regulations. They inspect and investigate the manu-
facture, preparation, handling, distribution, or sale
of food and milk, water supply and treatment,
wastewater treatment and disposal, solid waste
management and disposal, vector control, insect

and rodent control, air quality, noise control, prod-
uct safety, recreational sanitation, and institutional
and residential sanitation. The Board licenses quali-
fied applicants as registered environmental sanitari-
ans. The Board also issues certificates of eligibility
to applicants awaiting examination.
The Board's nine members are appointed to five-
year terms by the Governor upon recommendation of
the Secretary of the Environment and with Senate
advice and consent. Authorization for the Board con-
tinues until July 1, 2003 (Code Environment Article,
secs. 11-101 through 11-502).

STATE BOARD OF WATERWORKS
& WASTE SYSTEMS OPERATORS

The State Board of Waterworks and Waste Sys-
tems Operators was formed in 1967 (Chapter 430,
Acts of 1967). The Board was transferred from the
Department of Health and Mental Hygiene to the
Department of the Environment in 1987 (Chapter
306, Acts of 1987). In 1992, the Board became
part of the Water Management Administration.
The Board certifies superintendents and operators
of waterworks and waste systems to protect the public
health and prevent pollution. The Board evaluates
applications, prepares and authorizes examinations,
and issues certificates to qualified persons.
The Board has eleven members. Eight are ap-
pointed by the Governor; three by the Secretary of
the Environment. Members serve four-year terms,
except for a Department of the Environment rep-
resentative, who serves at the pleasure of the Sec-
retary. Authorization for the Board continues until
July 1, 2003 (Code Environment Article, secs.
12-101 through 12-602).

STATE BOARD OF WELL DRILLERS

1968 (Chapter 584, Acts of 1968). In 1980, it was
transferred to the Department of Health and Men-
tal Hygiene (Executive Order 01.01.1980.04). In
1987, the Board was placed under the Department
of the Environment (Chapter 306, Acts of 1987).
The Board has been part of the Water Management
Administration since 1992.
The Board licenses well drillers in the following
categories: master well driller, journeyman well
driller, apprentice well driller, apprentice pump
installer, apprentice water conditioner installer, and
