In 1995, the Joint Task Force on Payment Schedule
of Property Taxes was established by the Legislative
Policy Committee. The Task Force (also known as
the Property Tax Payment Task Force) studied
how the current prepayment schedule for property
taxes might change over time to a postpayment
schedule to help reduce the closing costs in Mary-
land. The Task Force held its last meeting in early
January 1996 and submitted its final report to the
Senate Budget and Taxation Committee and the
House Ways and Means Committee by January 15,
1996.

The Joint Committee on the Selection of the State
Treasurer was formed in January 1996 to recom-
mend to the General Assembly a candidate for State
Treasurer. On January 18, 1996, the Committee
reported its recommendation which was accepted
in joint legislative session on January 19, 1996.

The Special Joint Task Force on Transportation was
