The Maryland Judicial Conference was organized
in 1945 and presently operates under the provisions
of Maryland Rule 1226. The Conference considers the
status of judicial business in the various courts, devises
means for relieving congestion of dockets, and consid-
ers improvements of practice and procedure in the
courts. It also considers and recommends legislation
and discusses proposals for improving the administra-
tion of justice and the judicial system in Maryland.
Annually, the Conference meets in plenary session.
The Conference consists of all judges of the Court of
Appeals, the Court of Special Appeals, the Circuit
Courts, and the District Court of Maryland. The Chief
Judge of the Court of Appeals serves as chairperson, and
the State Court Administrator as executive secretary

Between annual sessions, the work of the Mary-
land Judicial Conference is conducted by an Executive
Committee and by a number of other committees, as
established by the Executive Committee in consult-
ation with the Chief Judge of the Court of Appeals.
Committees of the Conference receive staff support
from the Administrative Office of the Courts.
The Executive Committee consists of seventeen
judges elected by their peers from all court levels in
the State. Serving as ex officio nonvoting members are
the Chief Judge of the Court of Appeals, the Chair-
person of the Conference of Circuit Judges, and the
Chief Judge of the District Court of Maryland.

In 1981, the Judicial Institute of Maryland was
formed by administrative order of the Chief Judge
of the Court of Appeals. The Institute was estab-
lished to provide comprehensive, relevant, diverse
and cost-effective continuing legal education to the
judges of Maryland. A program of in-State continu-
ing education for all Maryland judges is developed,
implemented, and evaluated by the Institute, which
is responsible to the Maryland Judicial Conference
for all judicial education and training.
The Institute is governed by the thirteen-mem-
ber Board of Directors, whose chairperson and
judicial members are appointed by the Chairperson
of the Executive Committee of the Maryland Judi-
cial Conference in consultation with the Chairper-
son of the Maryland Judicial Conference. Judicial
members of the Board include one judge from each
of the appellate courts; four judges from the circuit
courts; and four judges from the District Court of
Maryland. In addition, the dean of the University
of Maryland School of Law, the dean of the Univer-
sity of Baltimore School of Law, and the Board of
Directors of the Maryland Institute for Continuing
Education for Lawyers (MICPEL) each select a
representative to serve on the Board.
