how well public bodies comply with the Open
Meetings Act and recommends improvements in
the law to the General Assembly.
In conjunction with the Office of the Attorney
General and interested organizations or persons,
the Board develops and conducts educational pro-
grams on the requirements of the Open Meetings
Act for the staffs and attorneys of public bodies, the
Maryland Municipal League, and the Maryland
Association of Counties.
With Senate advice and consent, the Governor
appoints the Board's members to three-year terms.
At least one member must be a member of the
Maryland Bar (Code State Government Article,
secs. 10-501 through 10-512).

Created in 1990, the Peabody Institute Oversight
Committee recommends cost reductions and revenue
enhancements to stabilize and improve the financial
condition of Peabody Institute, the music conserva-
tory in Baltimore City (Chapter 267, Acts of 1990).
The Committee proposes the level of State funding to
be appropriated for the Institute and recommends
what amount of State funds should be disbursed every
six months to the Institute.
The Committee consists of nine members. Four
are appointed by the Governor. The Senate Presi-
dent appoints a senator and the House Speaker
appoints a delegate as nonvoting members. The
Lieutenant Governor chairs the Committee, and
the Secretary of Budget and Fiscal Planning and the
Secretary of Higher Education serve ex officio

The office of People's Counsel was established
in 1924 (Chapter 534, Acts of 1924). The People's
Counsel represents the interests of residential con-
sumers of gas, electric, telephone, sewer and water
services, and noncommercial users of regulated
transportation industries. The People's Counsel ap-
pears before the Public Service Commission and the
courts on behalf of those users in all matters or
proceedings over which the Commission has origi-
nal jurisdiction and in which the People's Counsel
deems their interest to be involved. The People's
Counsel may appear before any federal or State
agency to protect those interests of residential or
noncommercial users.
The Office of People's Counsel operates inde-
pendently of the Public Service Commission and
may participate in all proceedings before the Com-
mission. The Office may use Commission staff and
retain expert witnesses to testify in proceedings
before the Commission.
Appointed by the Governor with Senate advice and
consent, the People's Counsel must be an attorney-at-
law of the State (Code 1957, Art. 78, secs. 14-15B).
