Created in 1989, the Commission to Save the
Lighthouses is studying ways and means to preserve
lighthouses in Maryland waters (Chapter 642, Acts
of 1989). The Commission is to report its findings
and recommendations to the Governor and Gen-
eral Assembly by July 1, 1996.
The Commission is composed of sixteen mem-
bers. Eleven are appointed by the Governor. As
members, two senators are chosen by the Senate
President and two delegates by the House Speaker.
The U.S. Coast Guard also designates one member.
The Department of Legislative Reference and the
Maryland Historical Trust provide staff for the
Commission (Code 1957, Art. 41, sec. 18-301).

The State Lottery Agency was formed in 1972
to generate revenue for the support of State gov-
ernment (Chapter 365, Acts of 1972). Estab-
lishment of the Agency was contingent upon the
adoption of a constitutional amendment, which
was ratified by the voters on November 7, 1972.
The Agency began operation on January 2, 1973.
The Agency conducts statewide lotteries for instant,
daily, keno and lotto games, as well as a lotto subscrip-
tion game. Revenues from the State Lottery are depos-
ited with General Funds in the State Treasury
