certain claims against uninsured motorists; and 2)
it sells automobile liability insurance to Marylan-
ders who have been rejected by at least two private
insurers or who have had their automobile liability
insurance cancelled or not renewed for any reason
other than nonpayment of premiums. In providing
insurance, the Fund acts as any private insurance
company and is subject to regulation by the Mary-
land Insurance Commissioner.
Every owner of a motor vehicle registered in
Maryland must maintain the basic required primary
coverage of $20,000/ $40,000 bodily injury,
$10,000 property damage, and $2,500 economic
loss coverage. Such compulsory insurance reduces
substantially the number of uninsured claims.
Nontheless, uninsured claims continue due to hit-
and-run accidents, out-of-state uninsured drivers,
and Marylanders who do not comply with the law.
The Fund receives no general funds from the State,
and its assets are not part of the State Treasury. Current
Fund assets are derived from insurance premiums;
earnings from investments; assessments, when re-
quired, levied against all automobile insurers; funds
recovered from uninsured motorists by the Uninsured
Division; and penalties imposed by the Motor Vehicle
Administration against uninsured motorists (Code
Transportation Article, secs. 17-101 through 17-110;
Code 1957, Art. 48A, secs. 243-243N).
The Fund is governed by an eleven-member Board
of Trustees. Five members of the Board are appointed
by the Governor with Senate advice. Five are ap-
pointed by the Board of Directors of the Industry
Automobile Insurance Association. The Executive Di-
rector of the Maryland Automobile Insurance Fund
serves ex officio (Code 1957, Art. 48A, sec. 243M).
The chairperson is selected by the Board and the
position alternates between industry and government
appointees. The Board advises the Executive Director
and formulates policy for the Fund.

The Governor's Award Panel was authorized in
1991 with the Innovative Idea Award Program for
State employees (Chapter 459, Acts of 1991). The
Program offers incentives for ideas to save State
money, increase State revenues, improve public
services, or otherwise significantly benefit the State.
Initially, the head of a unit of State government
awards cash to an employee with an innovative idea

and then submits the idea to the Governor's Award
Panel for review. At least once a year, the Panel
notifies the Governor of innovative ideas recom-
mended for additional awards. The Panel also must
concur with regulations adopted by the Secretary
of Personnel to implement the Program.
The Panel's five members are appointed by the
Governor. Authorization for the Panel continues
until June 30, 1996 (Code State Personnel and
Pensions Article, secs. 8-201 through 8-207).
