WATER & WETLANDS PROGRAM

The Water and Wetlands Program originated as
the Water Management Program, formed in 1987.
The Program was renamed in 1990 as the Water and
Mineral Management Program and, in 1993, as the
Water and Wetlands Program.
The Program manages water supply resources
throughout the State. This involves water conser-
vation; water supply planning; and water appro-
priation permits. Geotechnical and surveying
services are provided by the Program to all agencies
within the Department.
DAM SAFETY DIVISION

To ensure the safety of dams, the Dam Safety
Division inspects existing dams and dams under
construction; issues dam construction and repair
permits; and provides emergency warning and re-
sponse.
NONTIDAL WETLANDS & WATERWAYS
DIVISION

The Nontidal Wetlands and Waterways Division
oversees the permit process for construction pro-
jects that will affect nontidal wetlands. Such wet-
lands include swamps, bogs, marshes, bottomlands,
and woodlands.
TIDAL WETLANDS DIVISION

To minimize damage to tidal wetlands, the Tidal
Wetlands Division provides advice and issues per-
mits for all construction projects that affect areas
subject to the rise and fall of the tides.
WATER RIGHTS DIVISION

To meet the increasing needs of Maryland water
users, the Water Rights Division regulates the with-
drawal and use of surface and ground water. The
Division requires a permit to withdraw water from
the ground, rivers, or Chesapeake Bay. (A permit is
not required for farm use of less than 10,000 gallons
a day, or home uses other than heating and cooling.)
The Division reviews permit applications to assure
that the amount of water to be withdrawn is rea-
sonable; will not create problems for other users;
and will not have a harmful effect on the resource.
The Division also develops management plans for

the water resources of a region, county, or town;
and provides detailed information about available
ground and surface water for a specific area.

The Enforcement and Services Program was
organized within the Water Resources Administra-
tion in 1989. Its work is carried out by four divi-
sions: Enforcement; Data Systems; Geographic
Information Services; and Permit Services.
ENFORCEMENT DIVISION

The Enforcement Division is responsible for in-
spection and enforcement related to legal mandates
governing mines, mining, water, water resources,
wetlands, and riparian rights (Code Natural Re-
sources Article, Titles 7 through 9). Division duties
involve some 5,000 licenses, permits, and approvals
for surface mining; nontidal wetlands construction,
and their adjoining "buffer" lands; tidal wetlands
projects; waterway and flood plain construction; oil
and gas exploration; dams and pond construction;
and surface or ground water for commercial or
industrial use.
The Division conducts periodic and unsched-
uled surveillance by ground, air, and water. Admin-
istrative or legal enforcement actions are based on
the nature, extent, and impact of violations.
DATA SYSTEMS DIVISION

The Data Systems Division, formerly the Infor-
mation Services Division, creates specialized com-
puter systems and programs to help manage
Maryland's water resources and expedite the permit
process.

The Division manages the Map and Image Proc-
essing System (MIPS), a geographic information
system that links data to maps, aerial photographs,
and satellite pictures of land areas.
