382 /Department of Juvenile Services

The J. DeWeese Carter Center is a maximum
security detention center for ten boys and five girls.
Opened in August 1982, the Center serves the nine
counties of the Eastern Shore (Code 1957, Art.
83 C, sec. 2-117). The Center was named for Judge
J. DeWeese Carter (1904-1977),who served on the
Court of Special Appeals from 1971 to 1973.

ALFRED D. NOYES CHILDREN'S CENTER

The Alfred D. Noyes Children's Center was
authorized in 1970 (Chapter 101, Acts of 1970;
Chapter 179, Acts of 1972, as modified in the
General Construction Loan Act of 1974). The Cen-
ter was named for Alfred D. Noyes, who was the
Judge for Juvenile Causes in Montgomery County
at the time of the Center's creation.
Opened in September 1977, the Noyes Cen-
ter is a regional detention facility for youths from
Montgomery and Western Maryland counties.
The Center offers secure temporary care for al-
leged or adjudicated delinquents. It has the ca-
pacity to serve thirty young people (Code 1957,
Art. 83C, sec. 2-117).

THOMAS J. S. WAXTER CHILDREN'S CENTER

Opened in November 1963, the Thomas J. S.
Waxter Children's Center was first known as the
Southern Maryland Children's Center (Chapter 38,
Acts of 1962). The Center was renamed in 1963 to
honor Thomas J. S. Waxter, who served as Director of
the State Department of Public Welfare from 1953
until his death in 1962. (Chapter 131, Acts of 1963).
The Waxter Children's Center is a facility for juvenile
detention and evaluation. Housing forty boys, the Cen-
ter serves mainly Anne Arundel and Howard counties,
and Baltimore City (Code 1957, Art. 83C, sec. 2-117).

Educational Services administers and supervises
academic, vocational and special education pro-
grams. The office also oversees contractual services
and implements federal education programs.

HEALTH SERVICES

Department facilities and programs.

Merged with the Program Services Division in 1992 to

Closed in 1991 due to cost containment.

ARTHUR G. MURPHY, SR., YOUTH
SERVICES CENTER

Closed in November 1991 due to cost containment.

BOYS' VILLAGE OF MARYLAND

Renamed Cheltenham Youth Facility in 1992
(Chapter 8, Acts of 1992).

BUDGET & AUDITING

Renamed Budget and Finance in 1993.

COMMUNITY SERVICES DIVISION

In 1992, functions of the Division were assigned to
the Residential Services Division and the Adminis-
trative and Program Services Division

FACILITIES & RESIDENTIAL SERVICES
DIVISION

The Division was reorganized in 1992 as the Resi-
dential Services Division.

GROUP HOME FOR BOYS

Under Committed Programs, renamed William
Donald Schaefer House in 1992.

NONRESIDENTIAL MONITORING

In 1993, functions were combined to form Resi-
dential and Nonresidential Monitoring.

PROGRAM SERVICES DIVISION

Merged with the Administrative Services Division
in 1992 to form the Administrative and Program
Services Division.

RESEARCH & MANAGEMENT
INFORMATION SERVICES
Renamed in 1993 as Information Services.

RESIDENTIAL & NONRESIDENTIAL
MONITORING

Renamed Program Monitoring in July 1993.

RESIDENTIAL PROGRAMS
