The Medical Care Policy Administration origi-
nated as the Policy Administration, created in 1975.
hi 1987, the Policy Administration was renamed
the Health Systems Financing Administration. The
Administration received its present name in March
1990.
The Administration develops and reviews poli-
cies and regulations that establish eligibility criteria,
define services, detail coverage, specify limitations,
and determine reimbursement rates for the Medical
Assistance Program (Medicaid). In addition, it up-
dates the State Plan for the Medical Assistance
Program and secures federal approval for program
changes to assure the continued availability of fed-
eral matching funds.
The Administration is aided by the Medical As-
sistance Advisory Committee and works through
nine divisions: Long-Term Care; Acute Care; Pri-
mary Care; Maternal and Child Health; Commu-
nity Support Services; Administrative Services;
Eligibility Services; Aging Services; and Program
Services.

The Medical Assistance Advisory Committee
was created for the Medical Assistance Program
(Medicaid) by the Secretary of Health and Mental
Hygiene in accordance with the federal Social Se-
curity Act (sec. 1902A(22)). The Committee ad-
vises and consults with the Deputy Secretary for
Health Care Policy, Finance, and Regulation.
Composed of health care providers and consum-
ers, the Committee is appointed for three-year
terms by the Secretary of Health and Mental Hy-
giene. Members serve on one of several subcommit-
tees, which review pending legislation, Five-Year
Plan objectives, or special programs.
DIVISION OF LONG-TERM CARE

The Division of Long-Term Care was organized
in July 1979. The Division administers Maryland
Medicaid coverage and reimbursement for nursing
home services, medical day care, and personal care.

DIVISION OF ACUTE CARE

Established in July 1979, the Division of Acute
Care plans, prepares and amends regulations, and
interprets policy for the following parts of the Medi-
cal Assistance Program: Hospitals, Medical Labo-
ratories, Residential Treatment Centers, Pharmacy,
and Free-standing Dialysis Centers.
DIVISION OF PRIMARY CARE

The Division of Primary Care was formed in July
1987. The Division establishes and articulates the
State Medicaid policies and regulations pertaining to
medical and professional services. Addressing the pri-
mary medical care needs of individuals, these services
are provided directly to recipients on an ambulatory
basis by physicians, dentists, podiatrists, vision care
providers, free-standing clinics, nurse-midwives, nurse
anesthestists, nurse practitioners, and health mainte-
nance organizations.
DIVISION OF MATERNAL & CHILD HEALTH

The Division of Maternal and Child Health was
created in July 1987. The Division oversees and coor-
dinates the Pregnant Women and Children Program;
the Healthy Kids, Early and Periodic Screening, Di-
agnosis and Treatment Program; the Healthy Start
Program; and the Kids Count Program.

The Division of Community Support Services
began in July 1987. The Division administers the
following parts of the Medical Assistance Program:
Ambulance and Wheelchair Van; Disposable Medi-
cal Supplies and Durable Medical Equipment; Gen-
eral Transportation Grants; Hearing Aid; Home
Health; Home Care for Disabled Children under a
Model Waiver; Oxygen and Related Respiratory
Services; and Physical Therapy.

Formed in March 1990, the Division of Adminis-
trative Services is responsible for personnel transac-
tions, budget preparation, promulgation of Medicaid
regulations, and formulation of Medicaid State Plan
