The Advisory Council reviews the work of the
Center for the Study of Health Effects of Fire. The
Council also advises the Center's Director concerning
the scientific evaluation of information collected by the
Center and helps the Center set research priorities.
The Council's seven members are appointed to
five-year terms by the Secretary of Health and
Mental Hygiene with Senate advice and consent
(Code Health—General Article, secs. 18-706
through 18-710).

The office of Deputy Secretary for Public Health
Services was established in 1987. The Deputy Sec-
retary is responsible for six administrations: AIDS;
Alcohol and Drug Abuse; Community Health Sur-
veillance and Laboratories; Developmental Dis-
abilities; Local and Family Health; and Mental
Hygiene.

Established in 1987 as the AIDS Control Ad-
ministration, the Aids Administration received its
present name in 1988. The Administration provides
public education and surveillance, professional edu-
cation, and patient support services for persons
with Acquired Immune Deficiency Syndrome
(AIDS). The Administration consults and coordi-
nates its work with twenty-four local health depart-
ments. Each local health department has
counseling and testing sites where free tests and free
consultations are available.
The Administration funds clinical activities for
the diagnosis and evaluation of patients with AIDS.
It also administers grants to community organiza-
tions for gay and minority outreach efforts.

The work of the Administration is carried out by
two main offices: Health Services; and Epidemiol-
ogy and Prevention.

Health Services was formed in July 1987 to
support early intervention services for persons in-
fected wirh human immunodeficiency virus (HIV),
the virus which causes AIDS, and for persons at risk
of infection. Health Services provides seropositive
medical and psychosocial follow-up services. The
agency also trains and educates health care profes-
sionals and devises policies, plans, and funding for
HIV-related health services. Health Services oper-
ates through three divisions: Professional Educa-
tion and Health Services; AIDS Services, Planning
and Development; and Quality Assessment and
Improvement.
