The Division of Rehabilitation Services originated
as the Division of Vocational Rehabilitation in 1929.
In 1992, it became the Division of Rehabilitation
Services (Chapter 42, Acts of 1992). The Division
provides rehabilitation services to individuals with
physical or mental disabilities to enable them to live
and work independently (Code Education Article,
sec. 21 -303). Through six regional offices and 29 local
offices, the Division provides medical and vocational
evaluation, counseling and guidance, vocational train-
ing, training in independent living skills, reader and
interpreter services, physical and mental restoration,
rehabilitation engineering, job placement aid, and sup-
ported employment and postemployment services.
Under the Division are three programs: Client
Services; Disability Determination Services; and
Program and Administrative Support Services. The
Division is aided by the Maryland State Rehabilita-
tion Council, and the Maryland Statewide Inde-
pendent Living Council.

The Maryland State Rehabilitation Council was
created in October 1993 by the Governor (Executive
Order 01.01.1993.25). In accordance with the federal
Rehabilitation Act of 1973, as amended, the Council
serves as an advisory body to the Division of Rehabili-
tation Services. The Council advises and assists the
Division in preparing applications; the State Plan for
Vocational-Rehabilitation Services; and the strategic
plans and amendments to the plans, reports, needs
assessments, and evaluations required by federal law.
The Council coordinates its work with the Maryland
Statewide Independent Living Council, the Maryland
State Planning Council on Developmental Disabili-
ties, the Governor's Committee on Employment of
People with Disabilities, and the Maryland Advisory
Council on Mental Hygiene.

In September 1993, the Governor established
the Maryland Statewide Independent Living Coun-
cil (Executive Order 01.01.1993.24). The Council

originally had been formed in 1988 by the State
Department of Education as an advisory body to
the then Division of Vocational Rehabilitation. To-
day, the Council assists the Division of Rehabilita-
tion Services in submitting, monitoring, and
evaluating the State Plan for Independent Living
Rehabilitation Services.

At regional and local offices throughout the
State, Client Services provides counseling, physical
restoration, vocational training, and job placement.
Emphasis is placed on serving persons with severe
disabilities and securing competitive employment
for clients.

The Maryland Rehabilitation Center opened in
1972. The Center is run by the Division for persons
(particularly those with severe disabilities) who
need multiple rehabilitation services. The Center of-
fers a wide range of therapeutic, medical, counseling
and vocational services. At the Center, eligible dis-
abled persons undergo a comprehensive program
of evaluation, counseling, and training and may
reside on the premises. Consultation services also
are available for workshops and facilities used for
federally funded programs.

The Disability Determination Services program
is administered by the Division under contract with
the Social Security Administration. Established in
1955, Disability Determination Services adjudi-
cates claims for Social Security Disability Insurance
(Title II) and Supplemental Security Income (Title
XVI). The office provides direct access to rehabili-
tation services for disabled persons through expe-
dited referrals to Client Services.

Program and Administrative Support Services
helps provide vocational rehabilitation services
throughout the State. This office also administers
the Maryland Vending Program for the Blind.
