In January 1992, the Secretary of Agriculture
and the President of the Maryland Institute for
Agriculture and Natural Resources formed the
Maryland Dairy Task Force to address the problems
of a declining dairy industry in the State. The Task
Force studied factors that affect dairy farmers, in-
cluding urban sprawl, land use and zoning regula-
tions, environmental restrictions, federal price
supports, the dairy industry in neighboring states,
nutritional education, and business and herd man-
agement practices.
Task Force members represented dairy farmers,
dairy cooperatives, other farm-related organiza-
tions, and the University of Maryland System.
The Task Force's final report of April 1993 in-
cluded draft legislation to bolster the State's dairy
industry by creation of a Maryland Milk Commis-
sion.
