In 1964, the Governor created the Advisory
Council to the Board of Public Works on Higher
Education Facilities Acts. The Council assists and
makes recommendations to the Board of Public
Works on matters pertaining to grant programs
under the federal Higher Education Act of 1965.
The Council reviews applications and recommends
priorities for federal grants among the eligible insti-
tutions. It disseminates information and maintains
liaison with Maryland colleges, the Board of Public
Works, and the U.S. Office of Education.
The Governor designated the Board of Public
Works to administer grant programs under the
federal Higher Education Act of 1965 (PL. 89-
329, as amended). Title VII-A of the Act provides
federal grants for institutions of higher education
to finance construction of classrooms, laboratories,
and libraries. When direct federal funding is not
available, Title VII-C of the same Act provides
federal grants to subsidize interest payments on
bonds and mortgages used to finance such con-
struction.

Anyone wishing to dredge or fill in State wet-
lands must first secure a license from the Board of
Public Works (Chapter 241, Acts of 1970). The
Wetlands Administration receives applications for
licenses and conducts required public hearings. Af-
ter holding a hearing and considering all informa-
tion relevant to an application, the Wetlands
Administrator prepares a written report to the
Board of Public Works, recommending whether or
not a license should be issued and if so, under what
terms and conditions. Any licenses approved by the
Board are issued by the Wetlands Administration.
Appointed by the Board of Public Works, the
Wetlands Administrator coordinates the program
with other State, local and federal agencies, and
with environmental groups and the general public
(Code Natural Resources Article, sec. 9-202).

The Interagency Committee on School Construc-
tion was established in 1971 to supervise public school
construction in Maryland (Code Education Article,
sec. 5-301). The State Superintendent of Schools
chairs the Committee.
By December 7, each school system in the State
annually submits to the Interagency Committee its
