The Alcohol and Tobacco Tax Unit began in
1936 as the Alcoholic Beverages Division. It was
consolidated with the Tobacco Tax Unit in 1971 as
the Alcohol and Tobacco Tax Division. In 1993, the
Division was renamed the Alcohol and Tobacco Tax
Unit.
Through the Alcohol and Tobacco Tax Unit, the
Comptroller controls and regulates the manufacture,
sale, transportation, and distribution of alcoholic bev-
erages into, within, and out of Maryland; issues li-
censes to manufacturers, wholesalers, airlines,
railroads, and steamboats; and issues permits to non-
beverage dealers, nonresident dealers, transportation
companies, transporters, and for public individual
storage. The Alcohol and Tobacco Tax Enforcement
Unit is charged with the specific enforcement of certain
alcoholic beverage and tobacco tax laws.

The Motor Fuel Tax Unit originated in 1929 as
the Gasoline Tax Division. In 1989, the Division
was renamed the Motor Vehicle Fuel Tax Division
and, in 1993, the Motor Fuel Tax Unit.
The Unit registers and licenses motor fuel dealers
as well as diesel fuel sellers and users. The Motor Fuel
Inspection Unit and the Motor Fuel Testing Labora-
tory enforce specifications designed to guarantee the
quality of fuel offered for sale in the State.

The Data Processing Division was created in 1967.
Through the Division, the Comptroller operates a
large computer center in Annapolis. The center pro-
vides local and remote computer services via terminals
and communications networks for all divisions under
the Comptroller, twelve major departments of State
government, and several small agencies. Operating
costs are reimbursed by the using agencies.

BALTIMORE DATA CENTER
Formerly in the Data Processing Division of the
Comptroller of the Treasury, the Center ceased
operations in January 1992 when its functions were
consolidated with the Annapolis Data Center.
Organized in 1962 under the Comptroller of the
Treasury, the Baltimore Data Center was transferred
to the Department of Budget and Procurement in
1967. The Department, reformed as the Depart-
ment of Budget and Fiscal Planning in 1969, over-
saw the Center then known as the Baltimore
Computer Utility until 1978, when the Center was
returned to the office of the Comptroller.
INCOME TAX DIVISION
Under the Comptroller of the Treasury, the Divi-
sion's functions were reorganized under the Tax
Administration Division and the Compliance Divi-
sion in 1993.
SALES & USE TAX DIVISION
Under the Comptroller of the Treasury, the Division's
duties were assigned in 1993 to the Tax Administra-
tion Division and the Compliance Division.
