The Council is the designated State agency to
receive formula grant funds under provisions of the
federal Juvenile Justice and Delinquency Prevention
Act of 1974 (PL. 93-415),as amended by the Juvenile
Justice Amendments of 1980 (PL. 96-509). In ac-
cordance with the federal Act, The Council develops
an annual plan, establishes grant procedures, and
awards grants. Fiscal administration of grant funds is
provided by the Department of Juvenile Services.
The Council consists of from fifteen to thirty-three
members appointed by the Governor to three-year
terms. The Governor designates the chairperson.

The State Board of Victim Services was created
within the Office of the Attorney General in 1988
(Chapter 256, Acts of 1988). In 1992, the Board
was reorganized and transferred to the Office of
Justice Administration (Chapter 270, Acts of
1992). The Board advises the Governor on services
needed by victims of crime. The Board also reviews
the plans and annual reports of the Victim Services
Coordinator as well as the implementation, opera-
tion, and revision of programs by the Coordinator.
The Board has seventeen members. The Governor
appoints nine members who serve five-year terms. The
Chief Judge of the Court of Appeals appoints a mem-
ber of the Judiciary to a five-year term. Five members
or their designees serve ex officio: the Attorney Gen-
eral; Chairperson, Maryland Criminal Injuries Com-
pensation Board; Secretary of Human Resources;
Secretary of Juvenile Services; Secretary of Public
Safety and Correctional Services; and the Executive
Director, Office of Justice Administration. The Gov-
ernor or Governor's designee serves as chairperson.
The Victim Services Coordinator is appointed by the
Executive Director of the Office of Justice Administra-
tion (Code State Government Article, secs. 9-1701
through 9-1708).

The Office of Minority Affairs was created in 1980
(Chapter 25, Acts of 1980). It replaced the Office of
Minority Business Enterprise of the Department of
Economic and Community Development.
The Office of Minority Affairs fosters expanded
participation by minority businesses. The Office
promotes and coordinates government programs
aimed at strengthening such firms, and provides
technical and management assistance to them. On
matters affecting minority employment, rights, and
interests, the Office advises the Governor, and pro-
vides assistance to minority citizens, as authorized
by the Governor (Code State Government Article,
secs. 9-301 through 9-306).
The Office is assisted by the Interdepartmental
Advisory Committee for Minority Affairs.
