COUNCIL

The Governor's Executive Council originated as
the Governor's Advisory Council in 1922 (Chapter
29, Acts of 1922). It was reorganized in 1969 as the
Governor's Executive Council to coordinate, direct,
and supervise State government (Chapter 156,
Acts of 1969).
The Council consists of the Governor, the Lieu-
tenant Governor, the Secretary of State, the secre-
tary of each principal department of the Executive
Branch of State government, the State Superinten-
dent of Schools, the Secretary of Higher Education,
the Director on Aging, and the Director of Plan-
ning. The Governor may appoint an Executive Sec-
retary for the Council (Code State Government
Article, secs. 8-101 through 8-105).

The Governor's International Cabinet was cre-
ated by the Governor in 1988. The International
Cabinet oversees the international marketing activi-
ties of various State agencies coordinated by the
Maryland International Division of the Department
of Economic and Employment Development.

CABINET COUNCIL FOR CAREER
& TECHNOLOGY EDUCATION

The Governor established the Cabinet Council
for Career and Technology Education in 1993 (Ex-
ecutive Order 01.01.1993.05). The Council sets
the strategic direction for a system of career and
technology education that meets business needs, is
based on competency, and focuses on measurable
outcomes. The Council coordinates planning for
career and technology education by the State De-
partment of Education, the Maryland Higher Edu-
cation Commission, and the Department of
Economic and Employment Development. In ad-
dition, the Council is to ensure that departmental,

legislative and budgetary recommendations of
these agencies reflect the sharing of resources and
plans to further career and technology education in
Maryland.

In 1988, the Governor formed the Governor's
Executive Advisory Council (Executive Order
01.01.1988.12). The Council organizes and imple-
ments projects to support State government pro-
grams; develops new projects to benefit
Marylanders; advises the Governor on improve-
ments needed in State government; and promotes
ideas that will enhance Maryland's reputation lo-
cally, nationally, and internationally.
The Council is organized into highly diversified
subpanels with a major emphasis on drug use re-
duction and anti-drug programs. The Council sup-
ports the Governor's Drug and Alcohol Abuse
Commission and all other State and federal agencies
involved in drug reduction efforts.
Composed of volunteers whose leadership is
approved by the Governor, the Council is an advi-
sory group of business executives, educators, gov-
ernment employees, and military personnel.

GOVERNOR'S ADVISORY PANEL ON
INSURANCE FRAUD

Formed in 1992 as a subpanel of the Governor's
Executive Advisory Council, the Governor's Advi-
sory Panel on Insurance Fraud is investigating the
extent of insurance fraud in Maryland and consid-
ering changes in State law to control insurance
fraud. Panel members include doctors, lawyers, in-
surance executives, financial consultants, marketing
experts, investigators, and consumer advocates.
