INCORPORATED CITIES & TOWNS

Incorporated cities and towns have their own government and defined municipal boundaries. In
Maryland, most are governed by a mayor and council, although many elect town commissioners instead,
and a few choose a council that appoints a city or town manager.

The executive officer's term and date of election are specified in each municipal charter and differ from
town to town. However, the voluntary model for local government, contained in the Municipal Corpora-
tion Charter Act of 1955, provides that the Mayor shall be elected in May of every second odd-numbered
year (Code 1957, Art. 23B).
