The Property Tax Assessment Appeals Boards are
responsible for hearing appeals filed over values as-
sessed against property in the twenty-three Maryland
counties and Baltimore City The Office of the Ad-
ministrator coordinates administrative, regulatory
budgetary personnel, and legal support ID these twen-
ty-four local boards. The Administrator promulgates
uniform rules and regulations and is responsible for
their application. The Administrator also devises and
provides any statements advising taxpayers of their

right to appeal, notices, or other reports required
by the local boards.
A Property Tax Assessment Appeals Board exists
for each county and Baltimore City The Board has
jurisdiction over all appeals in its area concerning
property tax assessments, Homeowner's Tax Credit
Program, Renter's Tax Credit Program, Agricul-
tural Land Preservation Easement Program, and
any other local tax matters that the General As-
sembly assigns to the Board for hearing. This juris-
diction includes bur is not limited to appeals
concerning local tax credits, local taxes, and special
taxing areas (Code Tax—Property Article, Tide 3).
Each Property Tax Assessment Appeals Board
consists of three members and one alternate. Mem-
bers are appointed by the Governor for five-year
terms. The Governor designates the chairperson.
