sion and the courts on behalf of those users in all
matters or proceedings over which the Commission
has original jurisdiction and in which the People's
Counsel deems their interest to be involved. The
People's Counsel may appear before any federal or
State agency to protect those interests of residential
or noncommercial users (Chapter 756, Aces of
1976).
The Office of the People's Counsel operates
independently of the Public Service Commission
and may participate in all proceedings before the
Commission. The Office may use staff of the Public
Service Commission and also retain additional ex-
pert witnesses to testify in various proceedings
before the Commission.
The People's Counsel must be an attorney-at-
law of the State. The People's Counsel is appointed
by the Governor with Senate advice and consent
(Code 1957, Art. 78, sees. 14-15B).

The Interdepartmental Task Force on Preserva-
tion of State Streams was formed in September
1990 (Chapter 129, Acts of 1990). The Task Force
is to recommend ways and means by which State
and local government agencies, private individuals,
|
and civic, environmental and business organizations
can coordinate their efforts to protect and enhance
the environmental quality of streams across
Maryland.
The Task Force will report to the Governor, the
Governor's Commission on Growth in the
Chesapeake Bay Region, and the General Assembly
