In 1972, the State Lottery Agency was formed
to generate revenue for the support of State
government (Chapter 365, Acts of 1972). Estab-
lishment of the Agency was contingent upon the
adoption of a constitutional amendment which was
ratified by the voters on November 7, 1972. Ac-
cordingly the Agency commenced operation on
January 2, 1973.
The Agency conducts statewide lotteries for in-
stant, daily, and lotto games, as well as a lotto
subscription game. Revenues from the State Lot-
tery are deposited with General Funds in the State
Treasury
In 1976, the Agency began a pick-your-own
three-digit daily lottery called "The Numbers
Game" and, in 1983, a pick-your-own, four-digit
lottery and a pick-six-our-of-forty Lotto Game. The
Lotto Game was revamped in February 1989 as a
pick-six-out-of-forty-four with set prizes of $5, $50
and $600 for correct picks of three, four, and five
numbers, and with a larger jackpot. It was
revamped again in May 1990 as a pick-six-out-of-
forty-nine Lotto Game with jackpots of over $1
million. In January 1991, the Lotto became a twice-
weekly drawing. The Agency also conducts a game
called "Winners Take All," which awards the entire
first tier amount to players matching the winning
six out of thirty-five numbers.

Lottery ticket sales outlets are located in licensed
retail establishments, and each location provides
How-to-Play brochures and other game informa-
tion. Prizes of $600 or less may be claimed through
any of these sales outlets. Licensed sales outlets sell
and cash in daily lottery tickers through a terminal
connected to a computerized on-line real-time sys-
tem. Official winning numbers are drawn on live
television. For "The Numbers Game," they are
drawn daily; for the four-digit lottery daily imme-
diately following the three-digit drawing; for the
Lotto Game, Saturday and Wednesday evenings;
and for the "Winners Take All" cash game, Tuesday
evenings.
The Director of the Agency is appointed by the
Governor with Senate advice and consent. The
Director appoints the Deputy Directors (Code
State Government Article, sees. 9-101 through 9-
125).
