In accordance with the Infant Mortality Preven-
tion Strategic Plan, the Commision will recom-
mend to the Governor distribution of community
incentive grants concerning infant mortality
prevention from funds provided in the State budget
for this purpose.
The Commission's twenty members are ap-
pointed by the Governor. Four serve ex officio. One
member is a senator nominated by the Senate Presi-
dent; one is a delegate nominated by the House
Speaker; one represents the Maryland Medical As-
sistance Program; and one represents the State
Department of Education. The remaining members
serve three-year terms (Code 1957, Art. 49D, sees.
30-36).

Formerly the Commissioners of the State Acci-
dent Fund, the Commissioners of the Injured
Workers' Insurance Fund received their present
name in 1990 (Chapter 71, Acts of 1990). Their
duties, however, trace to the State Accident Fund,
which was established as part of the State Industrial
Accident Commission in 1914 (Chapter 800, Acts
of 1914). It was made a separate agency in 1941
(Chapter 504, Acts of 1941). Formerly under the
Department of Personnel, the Commissioners of
the State Accident Fund became an independent
State agency on July 1,1988 (Chapter 585, Acts of
1987).
The Injured Workers' Insurance Fund insures
those employers who are unable or choose not to
obtain insurance from private companies, and who
are not self-insurers. The Fund also acts as claims
administrator for all State employees for Worker's
Compensation Insurance.
As required by the Workmen's Compensation
Law, employers carry insurance through the Fund
to pay claims arising from accidents and injuries to
their employees. All expenses of the Fund are paid
out of income from premiums paid and interest on
Fund investments. The State Treasury is prepaid for
operating expenses of the Fund.
The Fund is directed by seven commissioners.
They are appointed to five-year terms by the Gover-
nor with Senate advice and consent (Code 1957,
Art. 101, sees. 70-84).

The Stare Employees Risk Management Ad-
ministration was established in August 1989 by the
Governor (Executive Order 01.01.1989.15).
Through the Administration, the Injured Workers'
Insurance Fund plans, designs, implements, con-
trols, and evaluates the provisions of the Governor's
Executive Order concerned with reducing the risks
of occupational injuries for State employees. The Ad-
ministration is aided by the Maryland State Employees
Risk Management Advisory Council.
