of elections of the counties and Baltimore City to
instruct them, their designated employees, and
counsel on their duties in the conduct of elections.
The Board also administers the voter regisiration-
by-mail program.
Not prescribed by law but necessary to the
Board's work are the review and monitoring of all
election bills, constitutional amendments, and re-
lated referenda. Staff assistance is available to mem-
bers of the General Assembly for consultation on
election-related legislation. Local boards are ad-
vised of legislative hearing schedules and the status
of pertinent bills.
The State Board publishes Registration and Elec-
tion Laws of Mary land 1990, which is for sale to the
public. The Board also has available primary and
general election returns beginning with 1948. More
recent returns are published in booklet form.
The State Board consists of five members ap-
pointed to four-year terms by the Governor with
Senate advice and consent. Three members must be
of the same political party as the Governor, while
two members represent the party that received the
second greatest number of votes in the most recent
gubernatorial election.
The Governor appoints the State Administrator
of Election Laws for a six-year term. The State
Administrator receives and audits financial reports
of candidates required under the Election Code.
The State Administrator also serves as Secretary to
the Board of State Canvassers (Code 1957, Art. 33,
sees. 1A-1, 3-l(c), 16B-2,18-1).

Origins of the Maryland Energy Administration
trace to 1973 when the Governor by Executive
Order formed the Office of Energy Policy Two years
later, the Energy and Coastal Zone Administration
was established within the Department of Natural
Resources, first by the Secretary of Natural Resour-
ces in 1975 and then by statute in 1976 (Chapter
320, Acts of 1976). The Secretary of Natural
Resources reorganized the Administration in 1979
and renamed it the Energy Administration. In
1982, the Administration was reformed as the
Energy OfFice.The Office became part of the
Department of Housing and Community Develop-
ment in 1987 (Chapter 311, Acts of 1987). The
Office was abolished in 1991 and its functions were
transferred to the newly created Maryland Energy
Administration (House Bill 217, Acts of 1991).

The Maryland Energy Administration imple-
ments the State Energy Conservation Plan, funded
under the National Energy Policy and Conserva-
tion Act. The Administration also sponsors educa-
tional programs for users of energy in homes,
commerce, industry, transportation, and govern-
ment. It implements the federal Institutional Con-
servation Program, the federal Energy Extension
Service, and certain oil overcharge projects.
The Administration is responsible for fuel alloca-
tions and contingency planning for energy supply
emergencies. It also advises State agencies on mat-
ters of fuel oil shortage (Code 1957, Art. 83B, sees.
4-701 through 4-704).

The Governor's Subcabinet for Energy Manage-
ment was formed in January 1991 (Executive Order
01.01.1991.04). The Subcabinet is to develop a
comprehensive and sound State energy policy chat
will make Maryland a national model for energy
management.
