The Task Force also conveyed the report to the
Governor's Commission on Growth in the
Chesapeake Bay Region for inclusion in the
Commission's recommendations The Task Force
continues to monitor the protection of trees and
forests and expects to report recommendations pe-
riodically

At the request of the General Assembly, the
Governor created the Vietnam and Disabled
Veteran's Business Resource Council in Janmry
1984 (Joint Resolution no 4, Acts of 1983) The
Council helps businesses owned by Vietnam and
disabled veterans to obtain financial aid and con
tracts from federal, State and local government
The Council includes representatives appointed
by the Governor from veterans organizations, the
Vietnam Veterans Foundation, and the Disabled
American Veterans Association With the
Governor's approval, the Secretary of Economic
and Employment Development also appoints rep
resentanves to serve on the Council from the bank
ing industry, the Small Business Administration,
and the Department of Economic and Employment
Development
The Council reports annually to the Secretary of
Economic and Employment Development and the
General Assembly

the Governor, in May 1990, formed the
Governor's Youth Drug and Alcohol Abuse Corn
mission within the Executive Office of the Governor
(Executive Order 01 01 1990 09) The Governor
established the Youth Commission to involve
Maryland ) ouch actively in programs for preventing
and elimimting drug and alcohol abuse and misuse
among }outh
'the Youtii Commission consists of fifty-four
members, appointed by the Governor for two year
terms Working with local community and school
groups, the Youth Commission develops initiatives
to deter drug and alcohol use by young people,
makes recommendations to the Drug and Alcohol
Abuse Commission, publishes a statewide newslet-
ter on locil prevention programs, and promotes the
estibli&hrnent of such programs The full Youth
Commission meets at least once each year Regional
meetings ire held at least three times during the
acidemic year
