The Administration's metropolitan service area
encompasses Anne Arundel County, Baltimore
City and Baltimore County Commuter bus service
also has begun to link Howard and Harford Coun-
ties to Baltimore City
The Administration provides technical and
financial assistance to develop or improve public
transportation in small urban areas throughout the
State (Code Transportation Article, sees. 7-101
through 7-706).
Mass Transit Administration functions are carried
out by six divisions: Communications; Transit
Development; Human Resources; Capital and State-
wide Programs; Rnance; and Transit Operations.

Established in April 1988, the Communications
Division is responsible for media-press relations,
marketing and promotion, advertising sales (bus and
Metro), customer relations, graphics design, printing,
and telephone infbrmarion for bus and rail schedules.
TRANSIT DEVELOPMENT DIVISION

The Transit Development Division was formed
in 1983. The Division oversees contract administra-
tion, program control and planning, facilities, en-
gineering, system equipment engineering, and
construction management.

1983. Its duties concern personnel administration.

Formed in 1984, the Capital and Statewide
Programs Division is responsible for the Capital
Program, federal grants, legislative liaison,
statewide transit grants, and technical assistance.
FINANCE DIVISION

The Finance Division was established in 1986.
The Division is responsible for financial manage-
ment, accounting, audit, risk management,
management information, and material manage-
ment.

The Transit Operations Division was created in
1983- The Division oversees operations, main-
tenance, research, planning, scheduling, and the
MTA Police.
SAFETY DEPARTMENT

Since 1983, the Safety Department has been
responsible for the comprehensive systems safety
program for all Mass Transit Administration
employees, passengers, vehicles, and physical
plants.

The Maryland Aviation Administration
originated in 1929 when the State Aviation Com-
mission was established (Chapter 318, Acts of
1929). The State Aviation Administration replaced
the Commission and became a unit of the Depart-
ment of Transportation in 1970 (Chapter 526, Acts
of 1970). The Administration was renamed in 1989
as the Maryland Aviation Administration (Chapter
108, Acts of 1990). The Administration develops
and operates airports and fosters and regulates
aeronautical activity within the State.
