Chief Engineer is responsible for the engineering
functions of the highway and bridge program of the
State Highway Administration. The Chief Engineer
provides guidance to the District Engineers and
monitors the overall program.
Under the Chief Engineer are six deputies who
oversee construction, maintenance, materials and
research, traffic planning, highway development,
and bridge development.

The Office of Administration was organized in 1964
as the Administrative Division under the State Roads
Commission. The Office implements and manages
administrative policies and procedures designed to
facilitate daily management and administrative opera-
tions of the State Highway Administration.

The Office of Finance and Program Management
was formed in 1964 as the Finance and Accounting
Division under the State Roads Commission. The
Office administers and coordinates daily financial
operations and long-term financial planning for the
annual program and operating budget of the State
Highway Administration.
OFFICE OF REAL ESTATE

The Office of Real Estate dates from 1930, when
the Right of Way Department was created under
the State Roads Commission.
The Office directs statewide acquisition of land
and relocation of people and businesses necessary
for the construction of Stare Highway Administra-
tion projects in the Consolidated Transportation
Program. The Office also leases properties of the
Stare Highway Administration, sells excess land
parcels, and licenses billboards and other outdoor
advertising along State highways.

Created in 1985, the Office of Planning and
Preliminary Engineering directs and manages sys-
tems planning and project planning for the State
Highway Administration and develops the six-year
capital program of the Administration.

The State Railroad Administration was formed in
1978 (Executive Order 01.01.1978.11). The Ad-
ministration was made part of the Department of
Transportation by statute in 1989 (Chapter 107,
Acts of 1989). The Administration preserves and
improves railroad transportation facilities and ser-
vices in Maryland and plans for and provides new
facilities and services. Periodically, the Administra-
tion issues the State Rail Plan (Code Transportation
Article, sees. 9-101 through 9-402).

Passenger Services administers operating agree-
ments for Maryland Rail Commuter (MARC)
trains, procurements of rolling stock, and coor-
dinates plans to improve railroad passenger lines
and services in the Baltimore-Washington
metropolitan region.
FREIGHT SERVICES

Freight Services funds the rehabilitation of
State-owned freight lines, subsidizes their opera-
tions, and purchases rail lines. Freight Services
works closely with other State agencies, local
governments, and railroad transportation providers
and users to enhance the role of railroads in
economic and industrial development throughout
the State. Proposals for railroad freight service
changes or abandonments that would affect local
communities and shippers also are monitored and
reviewed by Freight Services.
