DRUG ENFORCEMENT DIVISION
The Drug Enforcement Division investigates
violations of the controlled dangerous substance
statutes. The Division includes four Regional En-
forcement Units; the Drug Diversion Unit; the
Major Violator Section; and the Administra-
tive/Evidence and Property Control Secion.
SUPPORT SERVICES DIVISION
Supporting the activities of the Drug Enforce-
ment Division, the Support Services Division is
composed of three units: Drug Interdiction, Asset
Seizure, and Training and Education.

The Field Operations Bureau includes Head-
quarters support staff units and seven regional
troops of two or more separate installations. Head-
quarters units are described below.
RESIDENT TROOPER PROGRAM UNIT
Formerly the State Police Local Subdivisions
Section, the Resident Trooper Program Unit
provides police services on contract to local govern-
ments in Maryland. Under agreements, the State
Police assumes responsibility for all or a portion of
a local police force for a county or municipality
(Code 1957, Art. 88B, sec. 63). In addition, the
Superintendent of the Maryland State Police ad-
ministers the Stare Aid for Police Protection Fund
(Code 1957, Art. 15A, sees. 35-39).
EMERGENCY OPERATIONS SECTION
The Emergency Operations Section includes the
Special Tactical Assault Team Element (STATE)
and the Hostage Recovery Team (HRT). These
teams are comprised of personnel skilled in special
tactics to respond to barricade and hostage situa-
tions, sniper incidents, rescue operations, and other
extraordinary occurrences.
Throughout the State, the State Police main-
tains trained K-9 teams. Their primary purpose is to
prevent and detect crime. All teams are trained in
basic police procedures, and some are specially
trained in detecting explosive substances, narcotics,
and firearms. Bloodhounds also are used to search
for lost or fugitive persons.
CRIME PREVENTION UNIT
The Crime Prevention Unit conducts crime
prevention surveys of commercial and residential
properties. The Unit provides training to State
Police field personnel and all other Maryland law
enforcement agencies. It also offers lectures,
demonstrations, and literature for civic, business,
and other target groups.

TRAFFIC OPERATIONS SECTION
The Traffic Operations Section conducts and
coordinates all major highway safety projects, such
as Combined Accident Reduction Effort (CARE),
safety belts, and Driving While Intoxicated (DWI)
programs. The Section also gathers highway statis-
tics, supervises the Fatal Accident Reporting Sys-
tem (FARS), and manages all federal highway
safety grants.
