The Advisory Board for Correction, Parole and
Probation was created in 1970 (Chapter 401, Acts
of 1970). It succeeded the Advisory Board for
Correction, formed in 1962, and the Advisory
Board for Parole and Probation, established in
1968. The Advisory Board for Correction, Parole
and Probation regularly reviews the operation of
the correction, parole and probation systems in the
State, including current practices and procedures,
agency plans, and budgets. The Board advises the
Secretary and Deputy Secretary of Public Safety
and Correctional Services, the Commissioner of
Correction, the Chairperson of the Maryland Parole
Commission, and the Director of the Division of
Parole and Probation on matters pertaining to cor-
rections, parole, and probation.
The Board consists of seventeen members. Thir-
teen are appointed by the Secretary of Public Safety
and Correctional Services with the approval of the
Governor for four-year terms. Four serve ex oflicio:
the Deputy Secretary of Public Safety and Correc-
tional Services; the Commissioner of Correction;
the Chairperson of the Maryland Parole Commis-
sion; and the Director of the Division of Parole and
Probation. The Secretary of Public Safety and Cor-
rectional Services, with the Governor's approval,
designates the chairperson (Code 1957, Art. 41,
sec. 4-107).

Formed in 1984, the Explosives Advisory Coun-
cil advises and assists the Department with recom-
mendations on rules and regulations for the
storage, use, manufacture, and transport of ex-
plosive material (Chapter 694, Acts of 1984). The
Council reviews Department rule and regulation
proposals that affect the manufacture, use, or dis-
tribution of explosives and recommends changes in
State laws regulating them. On a continual basis, it
reviews new developments in the explosives in-
dustry, including safety precautions, techniques for
blasting, and federal regulations.
The Council may have no more than nineteen
members. They are appointed to five-year terms by
the Governor (Code 1957, Art. 41, sec. 4-106).

The Handgun Roster Board was established in
1988 (Chapter 533, Acts of 1988). The Board
compiles, maintains, and publishes the Handgun
Roster, which Uses those handguns manufactured
after January 1, 1985, that may be sold or offered
for sale in Maryland. It is illegal in Maryland to sell
or offer for sale a handgun manufactured after
January 1, 1985, that is not on the Handgun
Roster. Semiannually, the Handgun Roster is pub-
lished in the Maryland Register.
The Board consists of nine members appointed
to four-year terms by the Governor with Senate
