The Commission regulates undeveloped land
use along the Bay's shores and tributaries and may
intervene in local governments' development plans
if it determines the Bay may be endangered. Peri-
odically the Commission meets with the General
Assembly's Joint Committee on Chesapeake Bay
Critical Areas.
Twenty-six commission members are appointed
to four-year terms by the Governor with Senate
advice and consent. They include five ex officio
voting members or their designees. The Governor
designates the chairperson with Senate advice and
consent (Code Natural Resources Article, sees. 8-
1801 through 8-1816).

The Water Resources Administration, formerly
the Department of Water Resources, was created in
1972 (Chapter 348, Acts of 1972). The Ad-
ministration protects, manages, and develops the
water resources of the State. Served by two advisory
boards, the Administration conducts three
programs: Water and Mineral Management,
Resource Protection, and Envorcement and Ser-
vices. The Administration also is responsible for the
Bureau of Mines.

WATER & MINERAL MANAGEMENT

The Water and Mineral Management Program
originated as the Water Management Program,
and received its present name in 1990. The Program
manages water supply resources throughout the
State. To ensure the safety of dams, the Program
also is responsible for planning, technical assistance,
monitoring, and regulatory activities. The Program
involves water conservation; water supply plan-
ning; and water appropriation permits. The Pro-
gram also inspects existing dams and dams under
construction; issues dam construction and repair
permits; and provides emergency warning and
response. Geotechnical and surveying services are
provided by the Program to all agencies within the
Department.

Formerly the Flood Management Division, the
Watershed Management Division administers the
Flood Hazard Management Act of 1976, which
mandates comprehensive planning of flood
management programs and provides for a capital
project grant program. The Division assists local
governments with flood management plans and
administers grants to help them solve existing flood
problems. The Division also conducts in-house
technical studies and manages engineering con-
tracts for identified priority watersheds. In addition,
the Division develops the State Flood Warning
System Program; coordinates and trains the State
Interagency Flood Hazard Mitigation Team; coor-
dinates the National Flood Insurance Program; and
administers the Community Assistance Program of
the Federal Emergency Management Agency
