Technical assistance, training programs, and grants
to local governments, communities, and property
owners help install innovative disposal systems in
areas where septic systems will not function.

WATER SUPPLY PROGRAM

Created in 1988, the Water Supply Program
implements, manages, and coordinates the State's
Water Supply Financial Assistance Program. The
Program sets and enforces drinking water standards
through inspection of water treatment plants and
distribution systems; and conducts surveys to
determine to what extent contaminants, such as
nitrate, lead, and volatile organic chemicals, may be
present in drinking water systems.

COMMUNITY SEWERAGE PROGRAM

The Community Sewerage Program was estab-
lished in 1980. The Program protects public health
and the environment by developing and enforcing
effluent limits for municipal sewage treatment sys-
tems; and inspecting treatment facilities and review-
ing sample results and plant operational records to
determine overall performance. The Program over-
sees regulation of industries that discharge sewage
into sanitary sewers leading to sewage treatment
plants. Federal and State requirements for pretreat-
ment of industrial sewage are overseen by the Pro-
gram and local jurisdictions.

CAPITAL PROJECTS ADMINISTRATION

Organized in 1990, the Capital Projects Ad-
ministration is responsible for project development
of all capital programs within the Water Manage-
ment Administration. This program also maintains
a departmentwide capital project tracking system,
reviews and approves county water and sewer plans,
and administers grant and loan payments and en-
gineering contracts associated with projects funded
by the Administration.

ENGINEERING & CONSTRUCTION
SERVICES PROGRAM

The Engineering and Construction Services
Program, created in 1990, provides and manages
capital funding (grants and loans) for community

wastewater treatment, both alone and in conjunc-
tion with the Water Quality Financing Administra-
tion. The Program issues permits to facilitate
construction of water and sewer facilities by private
and public entities. Additionally, the Program
provides engineering review of plans and specifica-
tions for all community water and sewerage
facilities and manages and monitors sewerage con-
struction projects from start to finish.

WATER QUALITY PROGRAM

Formed in 1990, the Water Quality Program
protects public health by setting water quality
standards for Maryland's escuarine and freshwater
bodies. The Program certifies the quality of water
in which shellfish are grown and harvested and
issues federally required water quality certifications
to individuals or agencies involved in construction
projects that require "dredge and fill" permits from
the U.S. Army Corps of Engineers.

WATER QUALITY MONITORING
PROGRAM

The Witer Quality Monitoring Program began
in 1990. The Program collects water quality data
that measure the performance of water and sewage
systems to determine compliance with State re-
quirements and that measure the water quality of
the Chesapeake Bay and its tributaries to determine
State progress towards improving water quality
The Program also investigates public reports offish
kills and algal blooms.

CHESAPEAKE BAY & SPECIAL PROJECTS
PROGRAM

Created in 1987, the Chesapeake Bay and Spe-
cial Projects Program designs and analyzes Bay
monitoring programs; water quality modeling; acid
rain monitoring; special watershed projects;
Chesapeake Bay Technical Advisory Services; con-
tract administration; and water quality planning
and trend analysis. Through scientific analysis of the
Bay's water quality, the Program recommends im-
proved and cost-effective ways to protect public
health and the Bay's ecology The Program also
provides capital funding for the cost-share Small
Creek and Estuary Restoration Program.
