of Maryland. He sponsored legislation to elect
county council members by district rather than
at-large in Baltimore County. Mr. Steinberg also
sponsored numerous bills concerning mental health
and domestic relations law.

As a member of the Maryland State Senate, Mr.
Steinberg actively promoted economic
development as well. In the fall of 1984, he
represented Maryland and the General Assembly
on an economic development mission to Japan. In
the spring of 1985, Mr. Steinberg, as President of
the Senate, represented the State in London when
the Pride of Baltimore sailed under the Tower
Bridge to complete its first Atlantic crossing.

Mr. Steinberg also has been active in the field of
higher education, having served on the
Commission on Excellence in Higher Education
which recommended restructuring the higher
education system in Maryland.

Since his first election as Lieutenant Governor
in 1986, Mr. Steinberg has continued to build on a
solid record of achievement gained during his
twenty years of service in the Maryland General
Assembly

On behalf of Governor William Donald
Schaefer, Lieutenant Governor Steinberg
coordinates and develops the Administration's
legislative agenda. The Lieutenant Governor also is
chairman of the Governor's Commission on
Alcohol and Drug Abuse, the Maryland Executive
Helicopter Advisory Committee, and the Peabody
Institute Oversight Committee.

Lieutenant Governor Steinberg was born in
Baltimore City on October 4, 1933, and attended

Baltimore City public schools. He is a graduate of
Baltimore City College and received his Associate
of Arts Degree from the University of Baltimore in
1952. In 1955, he received a Juris Doctorate
Degree from the University of Baltimore School of
Law and was admitted to the Maryland Bar the
same year. He served on active duty in the United
States Navy from November 1955 through 1957.
In addition, he has honorary degrees from Goucher
College, Villa Julie College, and St. Mary's College
of Maryland.

Mr. Steinberg returned to Baltimore following
military service and became active in a number of d vie
organizations and political dubs. He entered the
private practice of law as an assodare with his cousin,
Marvin B. Steinberg, Esquire, now a Judge of the
Circuit Court of Baltimore City Subsequently Mr.
Steinberg became a partner in the law firm ofLevin and
Gann, PA. He is a member of the Baltimore County
Maryland State and American Bar Assodations.

Lieutenant Governor Steinberg and his wife,
Anita, have been married for thirty-two years. The
Steinbergs have three children, Edward, Susan, and
Barbara. Edward, a graduate of Bucknell University
and the University of Baltimore School of Law, is
currently pracridng law in Baltimore City Edward's
wife, Halaine, is a graduate ofTowson State University
and is a former public school teacher. Susan is a
graduate of Drew University and the University of
Maryland School of Law and is a practidng attorney
Barbara is a graduate of Dicldnson College and is a
C.PA employed in the corporate setting. Lieutenant
Governor Steinberg also is grandfather to twins,
Mitchell Jacob and Julie Sarah Steinberg, and their
brother, Jason Andrew Steinberg.

 

LOUIS L. GOLDSTEIN

Comptroller of the Treasury

Louis L. Goldstein was born in Prince Frederick
on March 14,1913. He was educated in Baltimore
City and Calvert County public schools and at
Washington College, Chescertown, Maryland
(B.S., 1935), and the University of Maryland
School of Law (J.D, 1938). From 1939 to 1942,
he was an elected delegate from Calvert County to
the Maryland General Assembly He enlisted in the
U.S. Marine Corps as a private in 1942 and was
discharged in 1946 as a first lieutenant after service
in the Asiatic and Pacific theatres.

From 1947 through 1958, Mr. Goldstein was an
elected State Senator from Calvert County During
that rime he was Majority Leader (1951-1955) and
President of the Senate (1955-1958). He was a
member of the Legislative Council (1947-1958)
and served as its Chairperson between 1955 and
1958. In 1958, he was elected Comptroller of the
