The Office ofManagement Information Services
is responsible for research, evaluation and statistical
services, and data processing Through the Re
search, Evaluation, and Statistical Services Branch,
the Office collects and compiles data from local
school systems for local, State and federal reporting
requirements, including the Maryland School Per-
formance Program Report The Office produces
annual reports (by school system) on staffing, stu
dents, facilities, finance, and curriculum The Data
Processing Branch oversees the Department's data
processing operations and expenditures

The Office of Public Information, Partnerships
and Marketing was formed in 1990 The Office
promotes partnerships between businesses and
schools It coordinates the Passport Program spon-
sored by the State and the business community to
recognize students with a 95 percent attendance
record, C average, and good standing in the com-
munity Students are encouraged to show their
passport card to businesses when applying for jobs
The Office also "markets" State and national goals
of educational reform to teachers, parents, the busi-
ness world, and the community to obtain their
support

In December 1989, the State Board of Educa-
tion established the Maryland School Performance
Program under the State Superintendent of
Schools to measure student performance and set
standards for school performance and goals for
improvement The Program develops and imple-
ments plans for school improvement and accredita-
tion

The Program has developed a comprehensive
accountability system for schools, school systems,
and the State, based on students' Maryland Func
Qonal Test Scores, yearly attendance, dropout rare,
and promotion rate
In November 1990, the Office issued its initial
report, Maryland School Performance Program
Report, 1991—State and School Systems to present a
portion of identified data on school performance
The report provides a baseline picture of each
school system and includes measures of perfor
mance that are expected to be reached by 1995 The
Office plans to publish 1991 and 1992 results to
expand baseline data and measure improvement
from year to year

The Division of Library Development and Ser
vices was established in 1946 as the Division of
Library Extension, and was renamed in 1969 The
Division administers State and federal programs to
improve library services in public schools and public
libraries throughout the State (Code Education
Article, sees 23 102 through 23-105)
Under the Division are the Public Libraries and
State Networking Branch and the School Library
Media Services and State Media Services Branch
The Division is aided by the Maryland Advisory
Council on Libraries
