The Foundation is governed and administered
by a twelve-member Board of Trustees. Nine at-
large members are appointed by the Governor. At
least five of these must be farmer representatives
from different areas of the State, and one must be a
nonfarm representative from the Office of Planning.
Three members serve ex officio. The chairperson of
the Board ofTrustees is designated by the Governor
from the at-large trustees. Upon recommendation
of die Board of Trustees at large, the Secretary
appoints die Executive Director (Code Agriculture
Article, sees. 2-501 through 2-515).

The Maryland State Apple Commission was
formed in 1947 (Chapter 628, Acts of 1947). The
Commission uses advertising, education, and re-
search to increase the demand for Maryland apples.
Commercial apple growers pay a per bushel assess-
ment to support Commission work.
The seven-member Commission is appointed to
four-year terms by the Governor from a list of fruit
growers approved by the executive committee of
the Maryland State Horticultural Society (Code
Agriculture Article, sees. 10-401 through 10-410).

Created in 1947, the Tobacco Authority inves-
tigates and studies phases of tobacco marketing or
production in the State (Chapter 61, Acts of Special
Session of 1947). The Authority provides informa-
tion about the tobacco price structure and recom-
mends legislation to provide more efficient
handling of tobacco. Along with buyers and com-
mission agencies, the Authority has a voice in fixing

marketing periods, and it assures the accuracy of
weights and measures used by tobacco commission
selling agencies. The Authority also licenses com-
mission agencies and purchasers and collects a fee
from the owners of tobacco sold at a commission
agency
To develop markets for Maryland tobacco, a
representative of the Tobacco Authority visits
manufacturers in foreign countries, as well as in the
United States.
The Authority is composed of eight members
appointed by the Governor for three-year terms.
Authorization for the Authority continues until
Julyl, 2001 (Code Agriculture Article, sees. 7-201
through 7-209, 7-401 through 7-418).

The Maryland Winery and Grape Growers' Ad-
visory Board was organized in 1987 (Chapter 507,
Aces of 1987). The Board advises the Secretary of
Agriculture on the allocation of funds to promote
the production of Maryland grapes and wines.
The Board consists of nine members. Eight are
appointed to three-year terms by the Governor
upon recommendation of the Secretary of Agricul-
ture. The ninth member is the Secretary of Agricul-
ture who serves ex officio (Code Agriculture
Article, sees. 10-1001 through 10-1007).

The Office of Plant Industries and Pest Manage-
ment was renamed as the Office of Plant Industries
and Resource Conservation in 1987. It again was
reorganized as the Office of Plant Industries and
Pest Management in 1990.
The Assistant Secretary for Plant Industries and
Pest Management supervises all phases of
departmental work programs related to plants,
plant pests, pest management, and pesticides. The
