In 1973, the Maryland Veterans Commission
was authorized to acquire cemetery sites for Mary-
land veterans honorably discharged from the
Armed Forces of the United States and their imme-
diate families (Chapter 504, Acts of 1973). Funds
appropriated were authorized in 1974 to develop
cemeteries rather than to acquire sites, since State
land would be used (Chapter 775, Acts of 1974).
Through its Cemetery Program, the Commis-
sion acquires, establishes, supervises, and controls
cemeteries. It sets eligibility requirements for burial.
The Commission also maintains a permanent regis-
try of graves of all persons who served in the
military or naval forces of the country in time of war
and who are buried in Maryland (Code State Gov-
ernment Article, secs. 9-904 through 9-914). The
five veterans' cemeteries located in Maryland are in
Allegany, Anne Arundel, Baltimore, Dorchester
and Prince George's counties (Code State Govern-
ment Article, secs. 9-913 through 9-914).

In 1982, the Washington Cemetery Board of
Trustees was transferred from the Department of
General Services to the Maryland Veterans Com-
mission (Chapter 269, Acts of 1982).
The Washington Cemetery Board of Trustees
oversees the maintenance of Washington Cemetery,
Hagerstown, where the Confederate dead of the
battles of Antietam and South Mountain are buried.
At the Cemetery, 2,468 bodies are interred. Of this
number, 346 have been identified.
The Board of Trustees was chartered in 1870
(Chapter 213, Acts of 1870). Originally the Board
was composed of five members: three from
Maryland and one representative each from Virginia
and West Virginia. Virginia and West Virginia ini-
tially contributed to the cost for funding and main-
taining the Cemetery and so were given a place on
the Board. In the last several years, however, neither
Virginia nor West Virginia has appointed a repre-
sentative. Presently; the Board has only three active

members, all from Maryland. They are appointed
by the Governor to serve three-year terms.

The Maryland "Veterans Home Commission was
created in 1975 to provide a home for veterans in
the State of Maryland (Chapter 575, Acts of 1975).
The Maryland home, known as the Charlotte Hall
Veterans Home, is located at Charlotte Hall, St.
Mary's County The domiciliary/residential care
wing opened in January 1985, followed in March
1986 by the comprehensive nursing care wing.
The Commission maintains, manages, and gov-
erns Charlotte Hall Veterans Home. Applications
for residency in the Home may be secured from the
Commission or Charlotte Hall Veterans Home.
The Commission consists of fifteen members.
Four serve ex officio Eleven are appointed to four-
year terms by the Governor with Senate advice and
consent (Code State Government Article, secs. 9-
917 through 9-930).
