Functions of the Tri-County Council for West-
ern Maryland originated with the formation of the
Governor's Council for Appalachian Maryland in
1968. The Governor's Council was replaced in
1971, when the Tri-County Council for Maryland
was chartered as a nonprofit corporation to serve
Maryland's western counties of Allegany, Garrett,
and Washington. Formerly under the Department
of Economic and Community Development, the
Tri-County Council for Western Maryland became
an independent agency in 1986 (Chapter 861, Acts
of 1986).
The Tri-County Council is an association of the
local governments of Allegany Garrett and Wash-
ington counties. It serves as a regional planning and
development agency for the tri-county area. By
effectively using State aid, the Council fosters the
physical, economic and social development ofWest-
ern Maryland.
The Council develops and re-evaluates the Gen-
eral Development Plan for Western Maryland at
least every four years. Local government loan or
grants-in-aid applications submitted to the Council
or the State Intergovernmental Assistance Clear-
inghouse fall under Council review as do local
plans, project proposals, and ordinances afFecting
areas beyond the boundaries of local government
but within Western Maryland.
To facilitate planning, the Council may prepare
studies of the region's resources, gather and analyze
social and economic data, and join with other gov-
ernment agencies, educational institutions, and pri-
vate organizations in coordinating research. The
Council also may monitor and coordinate any ad-
ditional research programs that serve Western
Maryland, except those subject to State or federal
control.
The Council cooperates with and provides plan-
ning assistance and information to local, State and
federal government.
Annually, the Council submits its proposed work
program and operating budget for the following
fiscal year to the Department of Housing and Com-
munity Development.

The Council is comprised of twenty-seven mem-
bers. Twenty-three are voting members and four are
nonvoting members. From each county, the Coun-
cil has three representatives of county government
appointed by the county commissioners, and one
elected municipal official chosen by the respective
municipal governments of the county Also serving
on the Council are the county economic develop-
ment directors; three private sector representatives;
as well as House of Delegates members who repre-
sent Allegany, Garrett and Washington counties;
and the two State Senators who reside in the tri-
county area (Code 1957, Art. 20A, secs. 1-101
through 3-102).

The Uninsured Employers' Fund Board was
created in 1983 to protect workers whose employ-
ers are not insured under Workmen's Compensa-
tion (Chapter 576, Acts of 1983).
The Board supervises the operation and admin-
istration of the Uninsured Employers' Fund (Code
1957, Art. 101, secs. 90-102).
The Board's three members are appointed to
four-year terms by the Governor with Senate advice
and consent. One member each represents manage-
ment, labor, and the public.
