but voting member, and six members are appointed
by the Governor. Of those appointed, two persons
(only one of whom may be a lawyer) are selected
from nominees submitted by the Senate President,
and two persons (only one of whom may be a
lawyer) are selected from nominees submitted by
the Speaker of the House of Delegates. These per-
sons may not be members of the General Assembly
or full-time State employees. One person is selected
from nominees submitted by the Board of Gover-
nors of the Maryland State Bar Association. This
person must be a lawyer admitted to practice law in
Maryland. One person is selected from nominees
submitted by the Governing Board of the Maryland
State's Attorneys' Association. That person must be
an incumbent State's Attorney at the time of ap-
pointment and throughout the term of service on
the Commission. Members serve four-year terms.
The Governor designates the chairperson (Code
1957, Art. 10, secs. 33D-33F).

Annual Report to Governor.
The Commission on the State Publications De-
pository and Distribution Program was created in
1982 (Chapter 912, Acts of 1982). The Commis-
sion oversees the State Publications Depository and
Distribution Program, which is part of the State
Library Resource Center at the Enoch Pratt Free
Library Under this program, each State agency is
required to furnish the State Library Resource Cen-
ter with a sufficient quantity of the agency's publi-
cations for the Center to distribute to designated
depository libraries. These libraries include:
State Library Resource Center;
Department of Legislative Reference Library;
State Archives;
State Law Library;
McKeldin Library, University of Maryland;
U.S. Library of Congress;

and any other library designated by the Commis-
sion. As of January 1989, the following ten addi-
tional libraries had been granted depository status:

Montgomery County Public Library, Rockville
Branch;
Prince George's Community College Library;
Salisbury State University Library;
Southern Maryland Regional Library, La
Plata;
Towson State University Library;

Each State agency is required to designate an
agency publications contact person and notify the
State Library Resource Center of the designation.
The Commission promotes the effective dissem-
ination and use of State publications, may grant
depository status to geographically dispersed li-
braries, and adopts policies for uniform identifica-
tion, collection, distribution, accessibility, and
retention of State publications. It advises the Pro-
gram in its implementation of Commission deci-
sions, and provides access to State publications.
Appointed by the Governor, the Commission
consists of nine members. Three represent deposi-
tory libraries, three represent State agencies, and
three are appointed from the general public. Mem-
bers serve four-year terms (Code Education Article,
secs. 23-2A-01 through 23-2A-05).
